
Dr. Cemil Tugay
Dr. Cemil Tugay graduated from the Ege University Faculty of Medicine in 1989 and worked as a general practitioner in Çorum and Tire for four years. From 1993 to 2000, he completed his residency in Plastic, Reconstructive and Aesthetic Surgery, receiving his specialist title in 2000 at İzmir Atatürk Training and Research Hospital. In 1997, he served for one year as a research fellow at the Cleveland Clinic. He worked at Karşıyaka State Hospital between 2001 and 2005, and at Kent Hospital in Çiğli between 2005 and 2009. From 2009 onward, he practiced privately in Karşıyaka; he closed his clinic in Alsancak after being elected mayor. He is married with three children and speaks English and French. He joined the CHP in 2010 and has held various roles at the provincial and district levels, as well as leadership positions within the Turkish Medical Association and other professional organizations. He served as Mayor of Karşıyaka from 2019 to 2024. On June 4, 2024, he was elected President of the Healthy Cities Association of Turkey.
