
Dr. Begüm Şeren Güler

Dr. Begüm Şeren Güler completed her undergraduate and master’s studies
in Economics at Middle East Technical University (METU). She began her
professional career at Ernst & Young in the Tax Consultancy Department.
Subsequently, she held positions at Aselsan, the Economic Policy Research
Foundation of Turkey (TEPAV), and the European Commission. In 2011, as
one of the first recipients of the scholarship provided under the
coordination of the Secretariat General for EU Affairs with the support of
the private sector and civil society, she obtained a second master’s degree
in European Economic Studies from the College of Europe, Bruges. She
was awarded a PhD in 2016 from Ankara University with her dissertation
titled “The Impact of Reforms on Growth in the European Union.” Dr. Şeren
Güler has taught undergraduate courses as a part-time lecturer at
Hacettepe and Bilkent universities. She is currently serving at the İzmir
Office of the Directorate for EU Affairs, Ministry of Foreign Affairs, and
conducts research on European economic integration, economic criteria,
total factor productivity, and growth reforms. She is also a board member
of SEFiA (Sustainable Economics and Finance Association), a research-
oriented environmental NGO.
